Health Information Technology (HIT)
A federal program promoting the development of HIT is established - the Health Information Technology for Economic and Clinical Health (HITECH) Act. Approximately
$19 billion will be provided through Medicare and Medicaid incentives over a span of five years. These incentives turn into penalties at the end of the five-year period.

Community Health Centers $1.5 billion in funding for construction, renovation, and equipment, as well as the implementation of HIT systems, will be granted to federally qualified community health
centers. An additional $500 million in funding will go towards services.

Medicaid $87 billion in supplemental federal matching funds will be issued from October 1, 2008 through March 31, 2009. States with higher unemployment rates will receive an
additional Federal Medicaid Assistance Percentage (FMAP) increase. Approximately $594,257,179 will be distributed to the state of MA for Medicaid costs.

Comparative Effectiveness Research (CER) A Federal Coordinating Council for Comparative Effectiveness Research is formed to aid
the Department of Health and Human Services, the Department of Defense and other federal agencies in conducting research. The government will also increase funding for CER by $1.1 billion.

Extended Health Insurance Coverage (COBRA) A temporary subsidy for COBRA coverage will be given to workers who were involuntarily terminated between September 1, 1008 and December 31, 2009.

Health Care Tax Credit under Trade Assistance Act The health care tax credit (HCTC) will increase from 65% to 85%. Also, the Trade
Adjustment Assistance (TAA) program is extended until December 31, 2010.

Prevention and Wellness Fund $1 billion will be awarded to a new Prevention and Wellness Fund to promote immunizations, preventative care and state prevention programs.
